Dr. Heliona Bellani është studiuese e së drejtës dhe lektore në Tiranë. Ajo ushtron detyrën si lektore dhe kërkuese shkencore pranë Universitetit Western Balkans. Fushat e mësimdhënies së saj përfshijnë të drejtën publike, kushtetuese dhe administrative, ndërsa kërkimi shkencor fokusohet në të drejtat e njeriut, të drejtën për arsim, mbrojtjen e minoriteteve, përfshirjen sociale dhe sigurimin e cilësisë në arsimin e lartë.
Gjatë periudhës 2014–2020, ajo ka drejtuar Drejtorinë e Provimeve të Shtetit në Shqipëri dhe ka shërbyer si eksperte ligjore në projekte të mbështetura nga Bashkimi Evropian dhe Organizata e Kombeve të Bashkuara. Ajo ka përfunduar studimet e doktoraturës në Institutin e Studimeve Evropiane, Universiteti i Tiranës, duke u fokusuar në të drejtën për arsim në Shqipëri dhe zhvillimin e kësaj të drejte në përputhje me standardet ndërkombëtare dhe legjislacionin evropian.
Dr. Bellani është anëtare aktive e disa rrjeteve COST (TraFaDy, ORBIT, GDHRNet, TRIBES) dhe përfituese e bursës READ të Albanian American Development Foundation (AADF) për projektin Legal Protection of Minorities (2024–2025). Ajo ka qenë Kërkuese Vizitore në Universitetin e Bolonjës gjatë periudhës shtator–tetor 2025. Në vitin 2026 ka fituar titullin akademik “Profesor i Asociuar” pranë Fakultetit të Drejtësisë të Universitetit të Tiranës. Është autore dhe bashkautore e një numri të konsiderueshëm publikimesh shkencore dhe prezanton rregullisht punën e saj në konferenca ndërkombëtare dhe forume akademike.
Heliona Bellani (Miço) mban titullin Profesor i Asociuar and gradën Doktor (PhD) në fushën Legjislacion dhe Institucione Evropiane nga Instituti i Studimeve Evropiane, Universiteti i Tiranës (2012–2019), ku kërkimi i saj doktoral është fokusuar në zhvillimin e së drejtës për arsim në Shqipëri në përputhje me standardet ndërkombëtare dhe legjislacionin evropian. Ajo zotëron gjithashtu një diplomë Master në Administrim Publik nga Fakulteti i Ekonomisë, Universiteti i Tiranës, e realizuar në bashkëpunim me Universitetin e Nebraskës, SHBA (2005–2007), me temë mbi korrupsionin në Shqipëri dhe masat kundër tij, si dhe një diplomë Master në të Drejtë Civile nga Fakulteti i Drejtësisë, Universiteti i Tiranës (2004–2006), me fokus në pronën publike dhe procesin e decentralizimit në qeverisjen vendore. Studimet universitare i ka përfunduar në fushën e Drejtësisë në Universitetin e Tiranës (1999–2003). Përveç kualifikimeve akademike, ajo ka ndjekur trajnime të specializuara profesionale në fusha si të drejtat e njeriut, e drejta e arsimit, mbrojtja e fëmijëve, hartimi i legjislacionit dhe administrata publike, përfshirë programe të ofruara nga Universiteti i Harvardit, Shoqata Evropiane për të Drejtën dhe Politikat e Arsimit, si dhe nga organizata të ndryshme ndërkombëtare.
