About the Project
This research project is funded under the National Research and Development Programme (PKKZH) of the National Agency for Scientific Research and Innovation (AKKSHI). The project aims to explore the phenomenon of DNA chimerism in the context of organ transplantation and haematopoietic stem cell transplantation, as well as in patients with haematological malignancies, to assess its applications in laboratory medicine and forensic science.
As part of the project activities, Western Balkans University will conduct a procurement procedure for the kits, reagents and laboratory materials required for molecular analyses, in accordance with the technical specifications set out in this document.

Guidelines
As part of the implementation of the project “Exploring DNA Chimerism in Transplantation and Haematological Malignancies: A Pilot Study for Medical and Forensic Applications”, funded under the National Research and Development Programme (PKKZH) – AKKSHI, Western Balkans University invites economic operators to submit their offers for the supply of kits, reagents and laboratory materials in accordance with the technical specifications below.

Maximum Procurement Budget
The maximum procurement budget is ALL 1,228,006 (one million two hundred and twenty-eight thousand and six Albanian lek), including VAT.

General Eligibility Criteria for Economic Operators
The economic operator must meet the following criteria:
- Be registered with the National Business Center (QKB), with the supply of goods relevant to the subject matter of this procurement included in its registered scope of business activities.
- Have an active registration status and not be undergoing bankruptcy or liquidation proceedings.
- Not have been convicted by a final judgment of criminal offences constituting grounds for exclusion from procurement procedures.
- Have no outstanding tax liabilities or unpaid social and health insurance contributions, except where such obligations are subject to an appeal or have been regularised in accordance with applicable legislation.
- Not have been excluded from eligibility for the award of public contracts by a decision of the competent authority.
- Have no conflict of interest with Western Balkans University, members of the evaluation committee or personnel responsible for implementing the project.
- Declare and guarantee the authenticity and accuracy of the information and documentation submitted as part of this procedure.
Specific Requirements for Economic Operators
The economic operator must submit:
- A financial offer in Albanian lek, stating the unit price and total price for each item, as well as the total offer value, specifying VAT in accordance with applicable legislation.
- A copy of the registration certificate/Tax Identification Number (NIPT) certificate.
- For each item offered, the manufacturer, product trade name, catalogue/reference number and pack size, accompanied by the relevant manufacturer’s technical documentation (Technical Data Sheet, Certificate of Analysis, Certificate of Conformity or equivalent documentation, depending on the nature of the product), enabling verification of compliance with the required technical specifications.
- A declaration confirming that the offer will remain valid for at least 60 (sixty) days from the deadline for submission of offers.
- A declaration confirming that delivery will be completed within no more than 30 (thirty) calendar days from the date of signing the contract.
- A declaration confirming acceptance of and compliance with the general requirements for the items set out in this document.
- Authorisation to act on behalf of the economic operator, where the offer is not signed by the administrator or legal representative registered with the QKB.
Award Criterion
The contract will be awarded to the economic operator submitting the lowest-priced offer among those meeting all administrative criteria and technical requirements. Any offer exceeding the maximum budget, failing to include all required documentation or failing to meet the minimum technical specifications will be rejected.
The offer must include all items and quantities specified in the schedule. Partial offers will not be accepted.

GENERAL REQUIREMENTS FOR ALL ITEMS
All items covered by this procurement must meet the following requirements:
- Condition and packaging: All items must be new, unused and supplied in the manufacturer’s original packaging.
- Shelf life: At the time of delivery, all items must have a remaining shelf life of at least 6 (six) months, ensuring their usability during the project implementation period. For products whose manufacturer-specified shelf life is shorter, the product must be delivered with the maximum remaining shelf life available from the manufacturer.
- Suitability for research: Products used for molecular biology analyses must be suitable for research use and provide performance comparable to the required technical specifications.
- Equipment compatibility: Items requiring compatibility with laboratory equipment must be fully suitable for use with the equipment to be used for analyses under the project, in accordance with the technical specifications set out in this document.
- Delivery: Goods must be delivered to Western Balkans University premises within the timeframe specified in this document and the corresponding contract.
- Equivalence: Where the technical specifications refer to particular characteristics, technologies, equipment or standards, equivalent products will also be accepted, provided that they meet or exceed the minimum requirements set out in this document.
- Replacement: The economic operator must guarantee the replacement, at no additional cost to the Contracting Authority, of any product found to be damaged, defective, to have an unsuitable remaining shelf life or to be non-compliant with the required technical specifications.
