Western Balkans University invites interested economic operators to submit bids for the production and supply of promotional materials within the framework of the MEDTECH project, in accordance with the requirements outlined in this call and the attached document.
1. Subject and Specifications
Within the framework of the MEDTECH project, the production and supply of the following promotional materials are required:
1. Customized Pens
- Quantity: 30 pieces
- Specifications: According to the flat design and illustrative model provided in the annex.
2. Customized Fabric Tote Bags
- Quantity: 30 pieces
- Dimensions: 40 × 40 cm
- Specifications: According to the models provided in the annex.
3. Roll-up Banners
- Quantity: 2 pieces
- Dimensions: 1 piece measuring 85 × 200 cm and 1 piece measuring 100 × 200 cm
- Specifications: Design according to the annex.
4. Notepads
- Quantity: 30 pieces
- Specifications: Front and back covers according to the annex.
5. Customized Folders
- Quantity: 30 pieces
- Dimensions: 30 × 25 cm
6. Customized Pins
- Quantity: 30 pieces
- Specifications: Design featuring the project logos.
The design and graphic elements of the promotional materials must comply with the models and logos provided within the MEDTECH project. The bidder must include the costs of production, customization, and delivery of the materials in the quoted price.
2. Required Bid Documentation
- A signed financial offer, including the unit price, total price for each item, and overall total, specifying whether VAT is included;
- A technical description of the proposed materials and confirmation of compliance with the required quantities, dimensions, and designs;
- The proposed timeframe for the production and delivery of the materials;
- Identification details of the bidder, including the registered business name, tax identification number (NIPT), address, contact person, telephone number, and email address;
- An updated extract from the National Business Center (QKB) or an equivalent document for foreign economic operators.
3. Submission and Evaluation of Bids
Bids must be submitted by email to [email protected] or delivered in person to the premises of Western Balkans University, no later than 5 November 2026, at 16:00, with the email subject line "Bid for MEDTECH Promotional Materials".
Requests for clarification must be sent to the same email address by 3 November 2026, at 16:00. Any responses that may affect the preparation of bids will be communicated equally to all interested economic operators.
Bids will be evaluated based on compliance with the technical requirements and the requested documentation. Among the eligible bids, the selection will be based on the lowest total price. The University may request clarifications regarding submitted bids, without allowing any changes to their content or prices after the submission deadline.
4. Delivery
The materials shall be delivered to Western Balkans University in Tirana within the timeframe proposed and agreed upon with the selected economic operator.
Before final production, the graphic designs and samples of the customized materials must be submitted to the University for approval.
