For the Production and Supply of Promotional Materials under the TECH2LINK Project
Western Balkans University invites interested economic operators to submit quotations for the production and supply of promotional materials under the TECH2LINK project, in accordance with the requirements of this call and the attached document.

The design and graphic elements of the promotional materials must follow the templates and logos of the TECH2LINK project. The bidder must include production, customisation and delivery of the materials in the quoted price.
2. Required Quotation Documents
- A signed financial quotation stating the unit price, total price for each item and overall total, specifying whether VAT is included.
- A technical description of the materials offered and confirmation of compliance with the required quantities, dimensions and design.
- The proposed timeframe for producing and delivering the materials.
- The bidder’s identification details, including trading name, Tax Identification Number (NIPT), address, contact person, telephone number and email address.
- An up-to-date extract from the National Business Center (QKB), or an equivalent document for foreign economic operators.
3. Submission and Evaluation of Quotations
Quotations must be submitted by email to [email protected], no later than 12 October 2026 at 16:00, with the subject line “Quotation for TECH2LINK Promotional Materials”.
Requests for clarification must be sent to the same email address by 10 October 2026 at 16:00. Responses affecting the preparation of quotations will be made equally available to all interested economic operators.
Quotations will be reviewed for compliance with the technical requirements and required documentation. Among admissible quotations, selection will be based on the lowest total price. The University may request clarification of a quotation without allowing any changes to its content or price after the submission deadline.
4. Delivery
The materials must be delivered to Western Balkans University in Tirana within the timeframe proposed by the selected economic operator and accepted in the agreement.
Before final production, the graphic design and proofs of the customised materials must be submitted to the University for approval.
